The Annual Training Institute (ATI) is Connecticut’s premier capacity-building event for organizations working to prevent and end homelessness. At this event, CCEH provides training and information on best practices, national and state-level policy changes, and changes in major systems as they relate to ending homelessness.

This year at the 2016 Annual Training Institute 

The 2016 Annual training Institute workshops are designed to assist attendees at a critically important point in time as we push toward ending the long-term homelessness of people with disabilities (“chronically homeless”) by the end of 2016. This push follows on the momentum of Connecticut celebrating the end of all forms of veteran homelessness. The ATI allows us to focus on innovative practices with national and state experts who are working to end homelessness throughout the nation, to hone in on immediate challenges and provide a path forward to reach our goals.

The 2016 ATI included workshop tracks for practitioners, community leaders, funders, developers, and people currently or formerly experiencing homelessness. The ATI provides the single most important, and best attended, event of the year with regard to homelessness and the work to end it in Connecticut.


Jennifer Ho

Keynote Speaker

Jennifer Ho, Senior Advisor for Housing and Services at the U.S. Department of Housing and Urban Development, will be the keynote speaker for the CCEH 2016 Annual Training Institute.  Prior to her appointment to the Department of Housing and Urban Development, Ms. Ho oversaw the creation of “Opening Doors,” the country’s revolutionary, first-ever coordinated federal plan to end homelessness, while serving as deputy director at the United States Interagency Council on Homelessness.  Connecticut modeled our state plan, “Opening Doors-CT,” on this federal plan, and we have built considerable momentum in our efforts though aligning state resources through this targeted and coordinated state plan.   The 2015 CT Point-in-Time Count, or annual census of homelessness, reflected the lowest numbers of homeless since the first such count in 2007, and substantial decreases in key populations over recent years.  Ms. Ho will provide a view from the highest level of the campaign across the nation to end homelessness and the progress to date under the Obama Administration, and will also reflect on Connecticut’s efforts, as a recognized national leader in the effort.


Morning SpeakerLisa-Pape

Lisa M. Pape, LISW, currently serves as the Executive Director of Homeless Programs for the Veterans Health Administration (VHA) within the Department of Veterans Affairs (VA). In this capacity, Ms. Pape leads the agency as the principle advisor to VA and VHA leadership on policy, management and operations of a robust continuum of programs that constitute services for homeless or at risk for homeless Veterans. She is responsible for ensuring effective implementation of the Department’s initiatives to end homelessness among veterans across VA’s health care system. Her primary efforts include implementation of homeless programs across the medical centers that provide prevention services, outreach, treatment, transitional and permanent housing solutions and supportive services.

Ms. Pape has been with the Department of Veterans Affairs for over 20 years primarily serving Veterans in homeless and residential programs. She has worked in the VA since 1991 after serving in an internship at the Cleveland Louis Stokes Department of Veterans Affairs Medical Center in Brecksville, Ohio. Prior to joining VHA’s Office of Patient Care Services, she served as the Director of the Comprehensive Homeless Center of the Cleveland Louis Stokes Department of Veterans Affairs Medical Center in Brecksville, Ohio, where she led several programs in the continuum of services for homeless Veterans.
